First Director of Nursing at Fulton Street Academy. One of the first black nurses to work at Millard Fillmore Hospital. Served as Clinical Instructor and coordinator for adult health nursing at Buffalo General's School of Nursing for eight years in the 1970's and was appointed director of Nursing at Sheehan Memorial Hospital. She was founder of the Practical and Registered Nursing Association. She was also the founder of a nursing scholarship program at Buffalo General Hospital.

Former Governor Mario Cuomo appointed Mrs. Parker to serve on the State Mental Health Commission, a post she held from 1992-1995. She was honored with the Sojourner Truth Award of Outstanding Service to the Buffalo Community.

At the time of her death she was trustee of the Central Park United Methodist Church, and serving on the church's standing committee for archives and history in Western New York.
